Mississippi Get-Out-The-Vote Maps

FairVote2020 has developed an interactive map showing turnout in Mississippi during the 1999 gubernatorial contest and margin of victory maps for the 1999 governor's contest and the 2000 presidential election.

Additional maps include census data on race, ethnicity and income. Change maps by clicking on the map under "Compare Maps" on the left. You may zoom in on the map by clicking on the appropriate button at the top and then on the map.

At a scale of about 5 miles, the number of voting age persons (by precinct) who did not vote in the 1999 election is displayed in purple boxes. This number includes both registered and unregistered persons and has not been adjusted for non-citizens.

South Carolina Get-Out-The-Vote Maps

FairVote2020 has developed interactive maps showing extensive constituency information on minority voters in South Carolina. The first map below -- Unregistered Non-whites in South Carolina -- shows the unregistered non-white population as of 2002. Over 380,000 non-whites 18 and over are not registered to vote.

The second map shows non-white turnout on election day in November 2002. South Carolina records the race of voters on election day, so the percentages and counts in this map are actual counts -- not estimates. About 263,000 registered non-whites did not vote in the November 2002 election, resulting in a statewide turnout rate of about 50% for registered minority voters.

Other maps can be reached by clicking on "Compare Maps" on the left. These additional maps include census data on race, ethnicity and income. Map 26 shows Bush-Kerry results by precinct and is also available as a KMZ file for viewing in Google Earth.

Below links to those maps you will find links to maps in Adobe format which are also "zoomable." The Adobe maps include unregistered non-whites by county and maps showing precinct details for unregistered non-whites in municipalities with population over 10,000.

More detailed Adobe maps are available for 550 precincts statewide that are 40% or more minority voting age, with an estimated 50 or more non-whites of voting age who are unregistered.

Note: Registered voter data by specific race or ethnicity is unavailable in South Carolina. All minorities are subsumed under one category -- non-white. In actuality, in most precincts, all but a small percentage of the non-white population is African American. The Latino population is growing in South Carolina, but it is not yet the demographic force that it has become in neighboring North Carolina and Georgia. However, there are locales where Latinos outnumber the African American population, e.g. Hilton Head Island in Beaufort County.

At a scale of about five miles, the number of registered non-whites (by 2002 precinct) who did not turn out on election day is displayed in purple boxes. This is an actual count compiled by the State Election Commission.

Statewide Focus Precincts

This map shows about 550 precincts statewide - where more than 40% of the voting age population is African American, with an estimated 50 or more unregistered African Americans. There are about 200,000 unregistered African Americans in these precincts.

Street-level printer-ready detail maps can be downloaded by clicking on the INFO button and then on the precinct of interest. Next select "Focus Precincts" and select the Adobe map link from the lower half of the pop-up window. The block-level estimates in these maps are based on a geocoded voter list. Approximately 85% of African Americans registered to vote statewide were geocoded. Most of the remainder live in rural areas where address matching is more problematic.

The precincts displayed in Maps 1 and 16 (represented by dark green lines beginning at a scale of about 5 miles on the interactive map ) are based on those in effect for the November 2000 general election and do not reflect post-2000 modifications: Also note that the thematic displays for the unregistered population by precinct do not follow the 2000 precinct boundaries in instances where precinct lines split census blocks. In these instances, where there is not a one-to-one correspondence between census geography and year 2000 precinct lines, the unregistered voter count is an estimate.

The precinct layer can be queried by clicking on the INFO button and then clicking on the map. Precinct data can then be viewed from the pop-up window. Demographic and political data includes 2000 Bush-Gore election returns, as well as total turnout and number of registered voters by race and ethnicity.

This map plots about 14,000 Leon County voters (2003) who were eligible but did not vote in the November 2000 presidential election. About 5,000 of the geocoded non-voters are non-white or Latino. There were 19,000 eligible non-voters, but many of these are out of town (students, military, etc). . The map plots households by address, so the dots may represent more than one person. Apartment complexes with the same street address are represented by a single dot. Student dorms are not shown.

There are an estimated 30,000 unregistered persons in this 70 block group target area -- after excluding group quarters (student dorms, prisons, etc.). These are preliminary estimates and tend to overstate the unregistered population in some areas due to non-resident off campus students.

Block-group level unregistered estimates for an area in the southern part of the target area are blanked out on this map, due to geocoding problems which overstate the number of unregistered voters.

Block-level Geocoding -- Georgia and North Carolina

We have updated the unregistered African-American map for North Carolina to pinpoint the residences of approximately 50,000 African-Americans who were removed from the registered voter list because they have not voted since the 1998 general election. See North Carolina for additional details.

We have completed a preliminary geocode of over 1.4 million registered Georgians as of 2003 (all races) who did not vote in the 2000 Presidential general election (some of whom were not registered at the time)

Georgia Get-Out-The-Vote Maps

FairVote2020 has developed interactive maps showing extensive constituency information on African-American voters in Georgia. The maps below include Unregistered African-Americans in Georgia and a geocode map (Map 18) showing 1.4 million registered voters (all races) who did not vote in the 2000 presidential election.

Map 25 shows the 2004 precinct level count of registered African-Americans as a percentage of all registered voters. Map 26 shows Bush-Kerry results by precinct and is also available as a KMZ file for viewing in Google Earth.

Zoom in on the map by clicking on the button at the top and then on the map. Change maps by clicking the drop-down menu under "Compare Maps" to the left of the map image window.

For political/voting maps, the congressional lines in effect for the 2006 election can be displayed by checking "Congress GA", then click "Redraw" . The current 110th congressional lines are displayed in maps 23 and 24. The final two maps show party affiliation for the General Assembly (2007).

Georgia Photo ID Travel Distance Mapper

You can calculate the distance from any address to a Georgia Driver Services office. Click on a balloon marker, enter the address, and a Google map will pop up with the time/distance calculated. When you click through to the FairData census map, you see the distribution of households without vehicles for the area defined in the Google map.

The point, of course, is to show that many people without cars in rural towns and the inner city would have a long way to travel to get a photo ID.

Data is incomplete or missing for several South Georgia counties. About 8.7% of the statewide registered nonvoter list is excluded from the map because the nonvoters could not be geocoded. to the street level.

Below links to those maps you will find links to maps in Adobe format which are also "zoomable." The Adobe maps include unregistered African Americans by county, as well as maps showing precinct details for unregistered African Americans in municipalities with populations over 15,000.

More detailed street-level Adobe maps are available for about 350 precincts statewide where 40% or more of the voting age population is African American, with an estimated 50 or more African Americans of voting age who are unregistered.

A second directory link contains 385 additional maps for precincts statewide where 20% to 40% of the voting age population is black. Taken together, these 735 precincts -- 20% and higher -- have upwards of 200,000 unregistered African-Americans.At the end of this page is a link to Adobe maps showing nonvoters (all races and ethnicities) and 2002 turnout rates by precinct for North Carolina localities with populations greater than 10,000.

In addition, there is a link to a second set of maps for the same places displaying results for the 2002 US Senate contest by precinct. There is also a link to view the 2002 election results in Google Earth.

Unregistered African-Americans in North Carolina

Map 1 (default map) -- Unregistered African Americans over 18 by 2002 precinct

At a scale of about 15 miles, the estimated number of voting age persons (by precinct) who are not registered is displayed in purple boxes. When you click on ZOOM TO and then click on the map -- voter registration and demographic data for the precinct selected will appear in a table below the map. Click on INFO and then click on the map for more detailed data.

Dots show geocoded residences of approximately 50,000 African-Americans who were purged from the registered voter list because they have not voted since before the 1998 general election. This set of purged voters excludes dorm students and persons who have moved or are known to have died and felons. Also excluded are the households of an additional 15,000 purged African-American nonvoters who live in primarily rural areas with addresses that cannot be accurately geocoded.

Statewide Focus Precincts

This map shows about 350 precincts statewide - where more than 40% of the voting age population is African American, with an estimated 50 or more unregistered African Americans. There are over 100,000 unregistered African Americans in these precincts.

Street-level printer-ready detail maps can be downloaded by clicking on the INFO button and then on the precinct of interest. Next select "Focus Precincts" and select the Adobe map link from the lower half of the pop-up window. The block-level estimates in these maps are based on a geocoded voter list. Approximately 95% of African Americans registered to vote statewide were geocoded. Most of the remainder live in rural areas where address matching is more problematic.

African American Voter Registration Maps

Each map displays an area approximately 15 miles wide. About two-thirds of the state's African American population lives in the areas shown on these maps. Additional areas uploaded on request.

These maps can be used for orientation purposes with the "focus precinct" block-level maps below. The numbers displayed in purple boxes show unregistered voters and will match the unregistered voter count in the footer portion of the block-level "focus precinct" maps.
